"This is a war game for two players. The board contains 45 territories and white has the advantage of one extra. However, black has the first move
in the main game to even the odds. Initially, the two sides select their territories. Next each player has ten additional reinforcements to place.
Before each player's move in the main game, he is allotted a number of extra armies determined by the number of territories he occupies at that time.
When a territory is won, the attacker must occupy it with at least one army."
